Apparent vs. True
Artifacts have two layers. What they appear to do is what players will experiment with. What they actually do is what the campaign will eventually surface. The gap between those things is the story.
Cost Is Mandatory
Every artifact that does anything real does it at a cost. This isn't balance β it's the setting's rule about how the occult works. Things that give something always take something. The players will eventually learn the terms.
Artifacts as Hooks
An artifact doesn't need to be a reward. It can be evidence, a murder weapon, a stolen item, a family heirloom that explains everything. The most useful artifacts aren't necessarily the most powerful ones.
